Set all bits to 1 in vector (sixteen signed 8-bit integer numbers) elements if the corresponding a (sixteen unsigned 8-bit integer numbers) element is unsigned less than or equal to the 5-bit unsigned immediate imm5, otherwise set all bits to 0.
